PNC Financial Services  paid $115m last year to settle criminal charges brought by the Justice Department on grounds that it had fraudulently moved the loans off its books, inflating its profit by $155m.</p>

&#8220;The <a href="http://tavoladigital.com.br/insurancepremiumfina/2007/11/07/news-pension-credit/">credit insurance</a> seems to be saying AIG sold PNC on the idea of creating special-purpose entities for these bad loans,&#8221; said Michael Nix of investment firm Greenwood Capital Associates.</p>
<p>
&#8220;These weren&#8217;t necessarily illegal, but you could say they were in a grey area.</p>
<p>
&#8220;If there are other things going on we&#8217;re not aware of, that&#8217;s another story.&#8221;</p>
<p>
The special purpose vehicles under investigation are similar to those used by collapsed energy giant Enron to hide debt.</p>

<p>

<p><p><b>More confidence</b></p>
<p>Research carried out by the Association of British Insurers shows  three quarters of people would have more confidence if the FSA produced a <a href="http://cardestateestatefina.webcristiano.org/">state fund worker compensation insurance</a> framework for these schemes.</p>
<p>
&#8220;We believe that a <a href="http://bankingfinanceinsura.120host.net/2007/11/08/news-china-life-denies-us-float-probe/">finance insurance</a> regulatory framework across the whole market is essential to build consumer confidence and protection&#8221; said the signatories to the letter.</p>
<p>
The popularity of Equity release schemes has grown in recent years, particularly with the recent rises in property prices.</p>
<p>

<p>
If you&#8217;ve paid off your mortgage, equity release is one way to get at some of the cash tied up in your home without having to sell up. </p>
<p>
But it&#8217;s not a move to be made lightly as the schemes can be expensive and inflexible.</p>
<p><b>Equity release</b></p>
<p>Equity is the <a href="http://yahoofinanceinsuranc.entertains.us/2007/11/06/news-working-up-to-a-frenzy-of-boredom/">virginia small business health insurance</a> between the value of your home and any debts you have outstanding on it. </p>
<p>
Mostly aimed at people 65 and over, there are two main ways to release this equity. </p>
<p>
You can sell all or part of your home - known as home reversion - or borrow money against it. </p>
<p><p>
From the autumn this year those schemes based on borrowing money against the value of your property will be regulated by the FSA  but not those based on selling a proportion of your home.</p>
<p><p>
Even the trade body representing some of these schemes wants to be brought under the watchful eye of the FSA.</p>
<p>At the moment there is only a voluntary code of practice governing these schemes. </p>

<p>Jon King, Chairman of Safe Homes Income Plans, which represents such schemes, says it would be better for consumers if all equity release plans were regulated by the FSA.</p>
<p>
&#8220;Even if the government decides to regulate, it will be some time before they can bring in legislation. In the meantime we are going to provide a strengthened code, one that offers a more robust complaints procedure so that clients feel the confidence they need will remain,&#8221; he added.</p>
<p>
The Treasury is looking at the issue at the moment but the industry isn&#8217;t confident that it will include full regulation for all types of these schemes.</p>

The Conservatives are looking at aligning the charge period to ease the &#8220;regulatory burden&#8221;.<br />

Grant Thornton will also review the documentation, information and administration required for VAT.<br />
<P><br />
&#8220;Streamlining the Byzantine intricacies of VAT administration will make a real difference to small businesses all over the country,&#8221; he said.<br />

<b>&#8216;Come clean&#8217;</b><br />
<P><br />
He also questioned the value of tax relief on investment announced in the last Budget, saying some companies would not be eligible, while others would need to hire expensive tax advisers to make claims.<br />
<P><br />
&#8220;The Conservative Party will continue to oppose the chancellor&#8217;s latest tax rise for small businesses. We are fighting this measure every step of the way in Parliament,&#8221; he said.<br />
<P><br />
But Chief Secretary to the Treasury Stephen Timms said Mr Osborne should &#8220;come clean&#8221; about his plans and spell out how he plans to pay for his pledges.<br />
<P><br />
He added: &#8220;After caving in on grammar schools, David Cameron and George Osborne are now promising the Tory right a wish-list of tax cuts - without any idea how to fund them.<br />
<P><br />
&#8220;If they ever got the chance to implement these uncosted, up-front tax pledges, the result would be a return to boom and bust in our economy.&#8221;<br />

Former financial director Ulf Spaang was held in connection with payments made by the insurer for renovations in his luxury apartment, police said.</p>
<p>
His arrest came just days after Ola Ramstedt, the former head of Skandia&#8217;s life and pensions arm, was questioned.</p>
<p>
Both men are suspected of breach of trust by misusing company funds.</p>
<p>
Along with Skandia&#8217;s former chief executive Lars-Eric Petersson, they are suspected of spending around 8m kronor ($1m) of company cash to revamp the luxury apartments they bought from the firm.  </p>
<p>
It is alleged they then listed these costs as renovation to Scandia&#8217;s head office in Stockholm in the company&#8217;s accounts.</p>
<p>
<b>Fraud probe</b></p>
<p>
<p>Swedish media now speculate that Mr Petersson will also face arrest in the coming days.</p>
<p>

Skandia, the oldest company listed on the Swedish stock exchange, was dogged by reports of financial irregularities at the end of last year.</p>

<p>Skandia said some former senior managers had carried out &#8220;unsuitable, unethical, and in some cases, probably illegal acts&#8221;.</p>

<B>Profits at Deutsche Bank have risen by almost a quarter, boosted by a number of one-off factors.</B><br />
<P><br />
Deutsche Bank&#8217;s net profits rose to 1.24bn euros ($1.6bn; 829m) in the third quarter, from 991m euros during the same period in 2005.<br />
<P><br />
The profits were lifted by a 125m euro insurance payout for damage it saw in the 11 September 2001 attacks, and the sale of a stake in gas firm Linde.<br />
<P><br />
Stripping out one-off gains, profits were in-line with market <a href="http://bunchaloudmouths.com/wpmu/estfinancefundamenta/2007/11/08/news-uk-firms-size-up-indian-benefits/">card credit insurance uk</a>.</p>

&#8220;We have told the company in no uncertain terms that we do not accept their proposals and that they are making no attempt to avoid compulsory redundancies.&#8221;<br />
<P><br />
The union added that it had signed an agreement with Prudential back in 2002 which stipulated that no compulsory redundancies would be made at the firm as a result of offshoring.<br />
<P><br />
Amicus accused the insurer waited until the deal ran out in February before announcing its latest plans, which it claims are &#8220;designed to undermine union representation&#8221;.<br />

Prudential said that its Belfast office, which employs about 500 staff, will close by the end of 2007, while the Bristol office, which employs 40, will close by April 2007.<br />

The roles are set to be transferred to sites at Craigforth in Scotland, Derby in the East Midlands and Mumbai in India.<br />
<P><br />
In addition, 120 jobs at the central London head office of Egg, the internet bank owned by Prudential, are to be moved to other London offices.<br />

&#8220;Any change that results in redundancies is regrettable,&#8221; said Prudential chief executive Nick Prettejohn.<br />
<P><br />
&#8220;We are consulting with unions and staff organisations and will make every effort to ensure that our people are kept informed and helped through this difficult transition period,&#8221; he added.<br />
<P><br />

<p>This basically sets out how you intend to run your business.  It is really important. It&#8217;ll not only focus your idea, but it will also be the basis on which organisations will decide whether to lend to you. The plan should include: </p>

<LI>a description of exactly what the business is - where it will be located, and what it will do<br />
<LI>evidence of a market for your idea - who will use your service? Are there other people offering a similar product or service?<br />
<LI>a sales and marketing strategy -  why your idea is going to be a success and how you will promote your venture.<br />
<LI>your finances - how much you&#8217;ll need to set up and sustain the company and where you plan to get your money? When do you expect to start earning and how much do you think you&#8217;ll make from it<br />
<LI>your skills and experience<br />
<LI>your targets<br />
<LI>your contingency plans if the business goes wrong<br />

If you need start-up finance, banks are perhaps the most obvious source. Most will have a small business advisor to approach for loans or overdraft facilities.<br />

Before they lend they will want to see a detailed business plan as evidence of your business&#8217;s potential.<br />

The level at which workers begin paying a 40p tax rate would jump from 36,000 to 40,800, under one of a range of tax options unveiled on Tuesday.</p>

The proposal, estimated to cost 2.6bn, is one of five options in the Tories&#8217; <a href="http://carfinanceinsurance.someweblog.com/2007/11/06/news-obituary-robert-altman/">insurance credit report</a> paper and is not policy. </p>
<p><p>
The Conservatives plan eight tax consultation papers over the coming months focusing on what the Tories say is an unfair and <a href="http://insurancedailynews.com/2007/11/06/sport-villa-reject-takeover-bid/">insurance premium finance software</a> taxation system.</p>

Mr Letwin said: &#8220;Tony Blair claimed that he had no plans to raise taxes at all. That was all talk. </p>
<p>
&#8220;By stealthily raising [tax rate] thresholds more slowly than the increase in earnings, Tony Blair has dragged 4.2m more people into paying income tax and 1.35m more people into paying top rate income tax.</p>
<p>
&#8220;Part time workers in the minimum wage are now paying tax, and deputy head teachers are paying top rate tax.</p>
<p>
&#8220;A change of direction is needed to help people on lower incomes and people trapped in top rate tax.&#8221;</p>
<p><b>&#8216;No guarantee&#8217;</b></p>
<p>
For Labour, chief secretary to the Treasury Paul Boateng said the Tories had not made a firm commitment to tax cuts &#8220;because none of their sums added up&#8221;.</p>
<p>
&#8220;They cannot make their savings and so the only guaranteed cut you will get from the Conservatives is an immediate 20 billion cut in spending on vital public services such as schools and hospitals, defence, police and transport, and science and skills.'&#8217;</p>
<p>
Liberal Democrat Treasury spokesman Vincent Cable accused the Tories of spending expected savings from cutting waste and bureaucracy several times.</p>
<p>
&#8220;It&#8217;s obvious that the Conservative Party believe they can&#8217;t win the next general election as they continue to make promises with money they don&#8217;t have.</p>
<p>
&#8220;Fairer taxation is a desirable aim but it is an empty promise unless clear costings of policies are published.  This is something the Liberal Democrats have been happy to do.&#8221;</p>
<p>
<b>&#8216;Menu of options&#8217;</b></p>
<p>
Entitled Income Tax and National Insurance <a href="http://corporateestfinancef.nicespace.ca/">Small business health insurance lead nc</a> - A New Direction, the Tory paper published on Tuesday, unveils five options which aim to create a low tax economy.</p>
<p>
But the Conservatives are keen to stress that the options being unveiled do not &#8220;constitute any guarantee or promise&#8221; that a particular option would form part of a future Tory <a href="http://nottnetworks.com/blogs/financeinsurancejob/2007/11/08/news-rebuilding-etnas-ski-resorts/">nj small business insurance</a>&#8217;s budget plans.</p>
<p>
Instead they &#8220;represent a menu from which a Conservative government may draw when formulating budgets&#8221;, the party said.</p>
<p>
<b>The options are:</b></p>
<p><li>
Indexing the personal allowance and the national insurance threshold to earnings rather that prices. This the Tories say would stabilise the number of people paying income tax and national insurance.</p>
<p><li>
Raise personal <a href="http://tavoladigital.com.br/insurancepremiumfina/2007/11/08/news-equitable-ex-boss-slams-sfo-probe/">wi small business health insurance</a> and the national insurance threshold to the point where someone on the minimum wage, working 20 hours a week becomes exempt from paying national insurance and income tax. This would mean only those earning more than 5,058 would pay income tax and national insurance, the Tories say.</p>
<p><li>
Fix the income tax personal allowance and national insurance so that the same proportion of people pay it as did in 1997. This, the Tories say, mean only those with incomes over 5,318 would pay income tax and national insurance.</p>
<p><li>
Index the base rate limit to earnings rather than prices.<br />
The Tories say this would stabilise the number of people paying coming tax at the higher rate.</p>
<p><li>
Fix the income tax basic rate limit so that the same proportion of people are paying top rate tax as in 1997.<br />
Hundreds of thousands of people would be taken out of the 40% income tax band as a result, the Tories say, with only those on 40,764 or more a year paying the top rate.</p>

<p>
It is levied on the supply of their goods and services (output tax) and paid to HM Revenue &amp; Customs. </p>
<p>
However, because businesses also pay VAT on goods and services supplied to them (input tax), the amount of VAT actually paid is the excess of the output over the input tax.</p>
<p>
