Dr Fox said the Tories were &#8220;the party of all Britain and all Britons&#8221; and would end Labour&#8217;s &#8220;intruder state&#8221;.</p>
<p>
Shadow chancellor Oliver Letwin meanwhile said he hopes to be able to cut &#8220;unfair&#8221; taxes.</p>
<p><p>
<b>&#8216;Vague promises&#8217;</b></p>
<p>
Outlining the party&#8217;s programme for what he said would be its last conference in opposition, Dr Fox said people were sick of Tony Blair and his &#8220;soundbite&#8221; politics.</p>
<p>
&#8220;Britain is crying out for a new direction and this week will give it,&#8221; Dr Fox told delegates.</p>
<p>
&#8220;People are fed up with talk. They want action. They don&#8217;t want vague promises. They want to know exactly what a Conservative government would do - and when.&#8221;</p>
<p>Dr Fox was seeking to rally representatives after a poor showing in the Hartlepool by-election - when they were beaten by the UK Independence Party - and in recent opinion polls.</p>
<p>
The slogan for the week in Bournemouth is &#8220;Timetable for Action&#8221; - with the party saying it will lay out specific plans and specific timings for what they would do if elected. </p>
<p>
Mr Letwin says the Tories will not make specific tax cut proposals until next year, when it had a clearer idea of the state of the country&#8217;s finances.</p>
<p>
This was because all political parties had too often gone back on their word in the past, and the Conservatives wanted to restore trust in politicians, he told BBC Radio 4&#8217;s Today programme. </p>
<p>
<b>Redundancy</b></p>
<p>Although he cannot yet make any specific promises on tax, Mr Letwin argues the public needs to be convinced the Tories could save money by cutting <a href="http://blog.cine.com/federatednationalins/2008/03/18/news-friday18-may-2006/">midland national life insurance company<br />

<p>A review of half of Whitehall departments had already produced 15bn in possible savings, he said. </p>
<p>Civil service recruitment would be frozen and sales of government assets used to pay redundancy costs without affecting frontline. </p>
<p>Mr Letwin pointed to &#8220;unfair&#8221; taxes such as a pensioner having to pay a third of her disposable income on council tax and a first time buyer paying 600 in stamp duty on a 60,000 house. </p>

<p>In his keynote speech in Bournemouth, Mr Letwin said: &#8220;Thinning down fat government is not merely an option but a moral necessity for the next Conservative government. </p>

&#8220;It is the route to making Britain&#8217;s tax system simpler and fairer.&#8221; </p>

Tauhid Pasha, from the Joint Council for Welfare of Immigrants said: &#8220;The issue is not what right they have to come here but the issue should really be what we should be doing for the British economy.</p>
<p>
&#8220;We need to allow these people to be properly registered, to pay national insurance, pay taxes and allow them to earn the minimum wage and to not exploit them.&#8221;</p>

<b>This was the Chancellor&#8217;s final performance before the election and he was even more of a conjurer than normal.</b></p>
<p>
Despite large and growing deficits he managed to give money away to children, council tax critics and motorists. </p>
<p>
He aimed to prevent a pre-election backlash from the elderly by finding 1bn to subsidise council taxes and ward off the fuel lobby by delaying this year&#8217;s increases in fuel duty and Vehicle Excise Duty. Along with the cash gifts to children through the Child Trust Fund, these will create a feel-good factor for voters. </p>
<p>
Savers have also some reason to celebrate. The government is considering extending the 7,000 tax-free Individual Savings Account (Isa) limit until 2009. </p>

This will be a real crowd-pleaser for the financial services industry and millions of modest investors. </p>
<p>
There were no headline tax increases, other than a draconian crackdown on certain <a href="http://abbeynationalinsuran.gratuitcfree.com/2008/05/19/news-race-case-gurkha-receives-55000/">national life and accident insurance co<br />
</a> schemes.</p>
<p>
The government have promised that any arrangements which prevent employees and employers paying the &#8220;proper amount of tax and national insurance&#8221; will be stopped with immediate effect. </p>
<p>
Initially this looks like a narrow focus on City bonus schemes, but it is worded very loosely and will worry many honest employers. </p>
<p>
The problem is that people may not know if their arrangements fall foul of this new rule.</p>
<p>
For example, paying a lower salary and, instead, putting money into an employee&#8217;s pension, saves tax and NI. Currently we believe the government thinks this is acceptable.</p>
<p>
However, the possibility that in the future a government might consider that these employees might not be paying the correct tax and NI. </p>
<p>We will need assurances that this radical new power will be used <a href="http://cartoonweekly.com/oldrepublicnational/2008/05/09/news-pensioners-get-220-a-week-rise-2/">fidelity national title insurance company<br />
</a> and only for artificial and contrived schemes where nobody can be in any doubt that they are engaged in artificial tax avoidance. </p>
<p>
<b>Tax review</b></p>
<p>
Small businesses will be relieved to note that the government is to consult on a fairer and more coherent tax system. </p>
<p>
There were concerns that it would introduce reforms without consultation that would radically affect our smallest businesses. </p>
<p>
However, the consultation does not cover the highly controversial husband and wife tax (section 660a) or the much-criticised IR35 provisions. </p>
<p>
These are also areas that need reform, so they are fair, simple and <a href="http://nationalassociation.topnewsline.net/2008/05/14/drug-protects-brain-cells-in-huntingtons-disease-model-researchers-find/">old republic national title insurance company<br />
</a>.</p>
<p>
Because this is a pre-election pre-Budget, the key issue of how to fund the growing deficit was completely avoided. </p>
<p>
If he is to sustain the same levels of government bureaucracy and service delivery in the next parliament, taxes will have to rise. The most likely candidates are NI and VAT. </p>
<p>
In summary, the pain has been deferred until after the election. </p>

The prime minister even seemed to confirm the election would be in May by declaring there was a Budget to come first. That does not rule out April, but all the indications now point to May.</p>
<p>
And they gave another insight into what the campaign will focus on - taxation and spending. Although whether they will be able to sustain that until 5 May takes some believing.</p>
<p>
Mr Howard urged the prime minister to offer another pre-election pledge not to raise the basic rate of income tax.</p>
<p>
<b>First budget</b></p>
<p>
When Mr Blair failed to do so, the Tory leader went on to suggest that, even if he did, no one would believe him because he had raised taxes, specifically national insurance, after the last election.</p>
<p>
Labour would do what it always did and put up taxes in the first budget after the next election, he declared.</p>

<p>The prime minister, cheered on by a party now apparently united in its desire to get stuck into the campaign, declared he would make his announcements in the election manifesto.</p>
<p>
As for the Tories&#8217; recently published tax and spending plans, its figures were nonsense and Mr Howard&#8217;s plans to offer tax cuts along with extra spending entirely <a href="http://fidelitynational.seek4blog.net/2008/05/14/many-americans-believe-unsubstantiated-claims-about-cancer-survey-finds/">old republic national title insurance company<br />
</a>.</p>
<p>

<p>
Eventually, Speaker Michael Martin snapped. Question Time was not election time, he more or less said. The two leaders should concentrate on talking only about their own policies.</p>

Mr Howard, it has to be said, did not look entirely ready yet for the election fight. Perhaps he is keeping his powder dry to the &#8220;real&#8221; campaign - a dangerous tactic.</p>

<p>Meanwhile Liberal Democrat leader Charles Kennedy concentrated his questions on the shocking Iraq abuse <a href="http://libertynationalinsur.blogazo.com/2007/12/30/news-pension-boost-for-some-over-80s/">national flood insurance program</a>.</p>
<p>
He may have felt a twinge of the squeeze he might experience when the campaign is in full swing and attention inevitably hones in on the two main parties.</p>

But he also appears to believe his consistent stand on the war on Iraq and its subsequent occupation will continue to attract support.</p>

But, for today at least, this was probably the nearest the British public will get to a televised election &#8220;debate&#8221;  between Mr Blair and Mr Howard.</p>

Incapacity benefit has always been there for thousands of people unable to work for a long time.</p>
<p>
But there are concerns that it&#8217;s being abused, and taking up hours of GP&#8217;s time in signing claimants off.</p>
<p>
Today, the Department for Work and Pensions will expand on Mr Blair&#8217;s comments on Monday and the emphasis is expected to be on getting claimants back to work.</p>
<p>
<b>

On Breakfast, this morning:</b></p>

Max Foster has been to meet two claimants in Essex - one who fears that he&#8217;ll lose his entitlement to <a href="http://cartoonweekly.com/federatednationalins/2008/03/29/news-no-turning-back-on-tuition-fees/">national lloyds insurance company<br />
</a> benefit; and a woman who is taking part in the &#8216;pathways to work&#8217; scheme which helps claimants back into employment.</p>

Catherine A&#8217;Bear said many don&#8217;t know about organistions which exist to help them back to work. She told us that many of those long-term unemployed who come to her organisation don&#8217;t see their incapacity benefit as a short route to riches.

Brendan Barber told us he wants to see a positive approach, and people who have no propects of going to work, should be given bigger and quicker help.</p>
<p>
Frank Field said we need a radical change, there should be no differentiation between unemployed - by forcing people to classify themselves, the Government is putting incentives in the way.  </p>
<p>
<b>&#8216;Perverse incentives&#8217;</b></p>
<p>
Nearly three million people claim incapacity benefit at the moment leading the prime minister to say there are &#8216;perverse incentives&#8217; which encourage people to remain on the benefit.</p>
<p>
It seems likely the <a href="http://blogs.andalucianoticias.es/nationalstate/2008/05/20/many-americans-believe-unsubstantiated-claims-about-cancer-survey-finds/">national insurance uk<br />
</a> will scrap the automatic increase in payments after six and  twelve months.</p>
<p>
Mr Blair&#8217;s view is that a responsibility to work lies at the heart of radical reforms to the welfare state - but he confirmed that those who need to be provided for, will be.</p>

However, claimants could face compulsory interviews on returning to work coupled with cash incentives to look for a job.</p>
<p><p>

&#8220;And the review in 2011, which will look at whether it is time to sweep retirement ages away entirely, is to be tied to evidence &#8230; showing that retirement ages are increasingly outmoded&#8221;.<br />

Mr Johnson said his department had a long-term aspiration of moving towards an 80% employment rate.<br />

This would involve an extra one million older people joining the work force, he said.<br />

Unite, which represents 100,000 postal and BT pensioners, will hand its Call to Action to Work and Pensions Secretary Alan Johnson later.</p>

They say they want to see quality of life issues for Britain&#8217;s senior citizens at the top of the general election agenda.<br />
<P><br />

Mr Royle, now Ipswich Town manager, was also ordered on Tuesday to pay City&#8217;s legal costs thought to be over 80,000.</p>
<p><P><br />
<b>Inevitable relegation</b><br />
<P><br />
The club had urged the appeal judges to reflect the reality of the circumstances at the time of Mr Royle&#8217;s departure in May 2001 - City&#8217;s relegation from the Premier League as soon as the team&#8217;s last match was played.<br />
<P><br />
It asked the judges to rule that he was not entitled to be <a href="http://libertynationallifei7.blogazo.com/2007/12/28/news-tories-unveil-tax-cutting-options/">national farmer union insurance</a> on a full salary basis as though the club were still in the Premiership.<br />
<P><br />
Mr Royle argued that the club was not actually sent down to the First Division until some time later, when the three relegated clubs handed over their Premiership company shares to the three promoted teams.<br />
<P><br />
But Lady Justice Smith said that, whether the club was about to be or had just been relegated, it was <a href="http://nationalservicelife0.six.lv/2008/03/08/health-care-incentive-model-offers-collaborative-approach/">national lloyds insurance company<br />

His compensation for breach of contract was awarded at the High Court in Liverpool last July when it was held that, on a strict interpretation of his contract, City were still in the Premier League at the time of his dismissal.<br />

Manchester City, now back in the Premiership, said in a statement: &#8220;We are very pleased with this positive outcome.<br />
<P><br />
&#8220;Mr Royle was properly compensated by the club at the time of his dismissal following our relegation from the Premier League in 2001.<br />
<P><br />
&#8220;We wish him well for the future.&#8221;<br />
<P><br />
Mr Royle was refused leave to appeal further to the House of Lords, although he can still petition the law lords for leave.<br />

He and four other trade union witnesses claimed the tendering process could hit jobs and services.</p>
<p><P><br />
The union representatives appeared before the Local Government and Transport Committee on Tuesday, where they won a sympathetic hearing from its members.<br />
<P><br />
<b>Exemption failure</b><br />
<P><br />
Mr Kennedy told them if there was a requirement to put CalMac&#8217;s lifeline island ferry services up for grabs then the previous Tory government had failed to seek an exemption.<br />
<P><br />
He said: &#8220;In that sense, we are in rather an Alice in Wonderland situation when we are trying to argue against regulations which should never have been applied in the first place.<br />
<P><br />
&#8220;The approach adopted by the Scottish Executive has been to start off on the wrong foot, to look entirely in the wrong areas and not to consider that these are lifeline services.&#8221;<br />
<P><br />
The unions argued there was nothing in the regulations that required the executive to put the services out to tender.<br />
<P><br />
They said any savings could only be made at the expense of the terms and conditions of ferry jobs and that if a new operator decided to base itself offshore, there could be big losses to the Treasury in national insurance contributions and taxes.<br />
<P><br />
<b>Community impact</b><br />
<P><br />
T&amp;G shop steward John Docherty told the committee he knew of one village of 100 people, of which at least 10 were CalMac employees.<br />
<P><br />
He said: &#8220;If there were 10 job losses, through bringing in foreign seamen, or whatever, that would have a huge impact on that community.&#8221;<br />
<P><br />
Mr Kennedy added: &#8220;Our members would not thank us for <a href="http://jacksonnationallife.120host.net/2008/01/16/news-minister-calls-for-pension-reform-3/">ohio national life insurance company<br />
</a> - they expect us to be down-the-middle with them and give a realistic assessment of what&#8217;s happening.<br />
<P><br />
&#8220;And when my shore-based members look me in the eye and ask what will happen to their jobs with the tendering process, I&#8217;m afraid that the best answer I can give them is &#8216;Wait and see - but you have to be extremely concerned about your future&#8217;.&#8221;<br />
<P><br />
The Scottish TUC, one of the union organisations giving evidence, said a report by Glasgow University had raised several concerns, including value for money for taxpayers, a threat to jobs, conditions and pensions of CalMac employees and the risk of poorer services, if the &#8220;unnecessary&#8221; tendering exercise went ahead.<br />
<P><br />
The Rail Maritime and Transport (RMT) union has already announced it plans to ballot its members on industrial action.<br />
<P><br />
The Scottish Parliament rejected plans for <a href="http://americannational.yourownplace.net/2008/04/06/news-ni-benefits-overpayments-reduced/">american national insurance co<br />

&#8220;That is why I simply cannot understand strike action being taken in these circumstances as the only damage will be to the people and to the communities.&#8221;<br />

The Scottish Parliament rejected plans for <a href="http://blog.cine.com/federatednationalins/2008/04/12/news-restaurant-worker-was-not-victimised/">national insurance institute<br />
</a> tendering in December.<br />
<P><br />
Unions claim any savings it could bring would only be made at the expense of the terms and conditions of ferry workers.<br />

The unions also claim that if a new operator decided to base itself offshore, there could be big losses to the Treasury in national insurance contributions and taxes.<br />
<P><br />
However, Mr Stephen said the Scottish Executive was pressing hard to find any alternatives to tendering which would comply with EU rules.<br />
<P><br />
He added: &#8220;We are continuing to explore every <a href="http://nationalinsuranceins.e4god.com/blogs/2008/01/09/news-bill-to-raise-state-pension-age-2/">midwest national health insurance</a> and no tendering will take place until we have concluded our discussions with the European <a href="http://nationalwesternlife.gratuitcfree.com/2008/01/23/news-new-pension-would-help-millions-2/">State national insurance<br />
</a> and until I have reported back to parliament.&#8221;<br />
<P><br />
<b>Consultation exercise</b><br />
<P><br />
Mr Nicol added that he expected discussions to take place in April.<br />
<P><br />
He added that concerns about the extra costs involved in putting services out to competitive tender - claimed to be up to 30 million - were not likely to persuade the EC to ignore its competition rules and that objections had to be based on legal argument.<br />
<P><br />
The government is in the process of a consultation on the whole tendering issue and is asking for <a href="http://oldrepublicnational.freehqhost.com/2008/05/08/health-care-incentive-model-offers-collaborative-approach/">security national insurance<br />
</a> and organisations with an interest to make their views known prior to the services being tendered, should it be required.<br />
<P><br />
The consultation on the commercial tender process ends on Wednesday, when Mr Stephen will decide whether to offer the routes as a deal to the lowest bidder.<br />
<P><br />
RMT members - who account for 400 of CalMac&#8217;s staff - will now hold a 12-hour strike on 23 March on services including the Clyde and Western Isles routes.<br />
<P><br />
CalMac was said to be &#8220;extremely disappointed&#8221; with the outcome of the ballot and plans to hold talks with the union in an attempt to avert the industrial action and the widespread disruption it would cause.<br />
<P><br />
The company is writing to the RMT&#8217;s General Secretary Bob Crow to invite him to a meeting with senior management.<br />
