A Devon dog owner who claims his pet injured itself jumping for leaflets pushed through their letterbox may seek compensation.

A former head of Equitable Life has said the Penrose report into the life insurer did not take a balanced view.

Chris Headdon, who became the firm’s chief executive in 1997, added the crisis was caused by a House of Lords ruling rather than management flaws.
